পরিসংখ্যান বলতে কী বোঝায় ?

‘পরিসংখ্যান’ শব্দটি দুইটি ভিন্ন অর্থে ব্যবহৃত হয়। যেমন- বহুবচন এবং একবচন। বহুবচন অর্থে, পরিসংখ্যান মানে অনুসন্ধানের যে কোনো ক্ষেত্রের সাথে সম্পর্কিত পদ্ধতিগতভাবে সংগৃহীত সংখ্যাসূচক তথ্য। অন্য কথায়, বহুবচনে পরিসংখ্যান বলতে উপাত্ত বা ‘ডেটা (data)’ বোঝায়। উদাহরণস্বরূপ, বাংলাদেশে একটি পরিবারে সন্তানের সংখ্যা এবং কর্মচারীদের মাথাপিছু আয়। এখানে ‘পরিসংখ্যান’ শব্দটি একক অর্থে ব্যবহৃত হয়েছে। এই একক অর্থে পরিসংখ্যান বলতে সেই বিজ্ঞানকে বোঝায়, যা পরিসংখ্যানগত পদ্ধতির সাথে এর নেতৃত্ব এবং নীতিগুলোকে মূর্ত করে।
(The word ‘Statistics’ is used in two different senses viz., plural and singular. In the plural sense, statistics means numerical facts systematically collected relating to any field of enquiry. In other words, statistics in the plural sense refers to ‘data’. For example, In Bangladesh the number of children in a family and per capita income of employees. Here the word ‘statistics’ is used in singular sense. Statistics in this singular sense refers to the science that embodies its leadership and principles with statistical methods.)
পরিসংখ্যান দুইটি শিরোনামের অধীনে শ্রেণীবদ্ধ করা হয়েছে- ‘উপাত্ত বা ডেটা (data) হিসেবে পরিসংখ্যান’ এবং ‘পদ্ধতি হিসেবে পরিসংখ্যান’। সামগ্রিকভাবে, এটি সংখ্যাসূচক তথ্য সংগ্রহ, সাজানো, শ্রেণীবিভাগ এবং ব্যাখ্যা করার পদ্ধতি হিসেবে সংজ্ঞায়িত করা হয় এবং সিদ্ধান্তের ভিত্তিতে সিদ্ধান্ত নেয়া হয়।

Al Bowley defined “Statistics are numerical statement of facts in any department of enquiry placed in relation to each other” (অর্থাৎ পরিসংখ্যান হল একে অপরের সাথে সম্পর্কিত যে কোন অনুসন্ধান বিভাগে ঘটনার সংখ্যাসূচক বিবৃতি।)
Webster’s Dictionary definition is “a branch of mathematics dealing with the collection, analysis, interpretation, and presentation of masses of numerical data.” (অর্থাৎ গণিতের একটি শাখা, যা সংখ্যাসূচক তথ্য সংগ্রহ, বিশ্লেষণ, ব্যাখ্যা এবং উপস্থাপন নিয়ে কাজ করে।)
Horace Secrist defined “Statistics as the aggregate of facts affected to mark extent by the multiplicity of causes, numerically expressed, enumerated or estimated according to a reasonable standard of accuracy, collected in a systematic manner for the predetermined purpose and placed in relation to each other.” (অর্থাৎ সংখ্যাগতভাবে প্রকাশ করা, গণনা করা বা নির্ভুলতার যুক্তিসঙ্গত মান অনুসারে অনুমান করা, পূর্বনির্ধারিত উদ্দেশ্যে একটি পদ্ধতিগত পদ্ধতিতে সংগৃহীত এবং একে অপরের সাথে সম্পর্কযুক্ত কারণের বহুগুণ দ্বারা চিহ্নিত তথ্যের সমষ্টি হিসেবে পরিসংখ্যান পরিব্যাপ্ত।)

➟ পদ্ধতি হিসেবে পরিসংখ্যান (statistics as methods): পদ্ধতি হিসেবে পরিসংখ্যান শব্দটিকে বিভিন্ন লেখক বিভিন্নভাবে সংজ্ঞায়িত করেছেন। নিচে কয়েকটি সংজ্ঞা দেয়া হল।
Al Bowley defined that, “Statistics is the science of the measurement of social organism as a whole in all its manifestation.” (অর্থাৎ পরিসংখ্যান হল সামাজিক জীবের পরিমাপের বিজ্ঞান, যা সামগ্রিকভাবে তার সমস্ত কিছু প্রকাশ করে।)
Boddingion defined that “Statistics is the science of estimates and probabilities.” (অর্থাৎ পরিসংখ্যান হল অনুমান এবং সম্ভাব্যতার বিজ্ঞান।)
Waths and Roberst defined “Statistics is a body of methods for making decisions in the face of uncertainty.” (অর্থাৎ পরিসংখ্যান হল অনিশ্চয়তার মুখে সিদ্ধান্ত নেয়ার পদ্ধতির একটি অংশ।)
Croxton & Cowden defined “Statistics may be defined as the collection, presentation analysis and interpretation of numerical data.” (অর্থাৎ পরিসংখ্যানকে সংখ্যাসূচক তথ্যের সংগ্রহ, উপস্থাপনা বিশ্লেষণ এবং ব্যাখ্যা হিসেবে সংজ্ঞায়িত করা যেতে পারে।)
সুতরাং, পরিসংখ্যানকে সংজ্ঞায়িত করা যেতে পারে সংগ্রহ, সংগঠন, উপস্থাপনা, বিশ্লেষণ এবং সংখ্যাসূচক তথ্যের ব্যাখ্যার বিজ্ঞান হিসেবে।
